A roughing wheel consists of abrasive flaps arranged in an overlapping, "spoon-like" (shingled) fashion to form a wheel. These wheels are well-suited for grinding and polishing surfaces—particularly on large-scale items such as storage tanks or industrial piping—and are highly efficient for high-volume, mass-production applications.

Industrial flap wheels are constructed by layering abrasive flaps and non-woven abrasive material (scouring web) in an overlapping, shingled pattern. In this design, the non-woven material is interleaved with the abrasive flaps. This type of wheel is ideal for light surface finishing, such as buffing or smoothing out primer coats. They are available in a range of sizes and grit levels, similar to standard flap wheels.
